It is the regional public body of the Pomeranian Region of Poland. Its organisational department is responsible for the working conditions and functioning of Starosty, administrative services for district authorities, office and IT services for Starosty, receiving complaints and requests from citizens, dealing with personnel matters and handling civic affairs. The scope of activities of the department of social policy, culture, sport and regional promotion are: cooperation with municipal self-governments and cultural centres, creators and animators of culture, development and dissemination of promotional and informative materials about the district, promotion of the cultural and tourist potential of Starogard Powiat in the country and abroad, as well as in cooperation with non-governmental organisations, organisation of open tenders, mutual information about planned directions of activity, cooperation in harmonising these directions, as well as support of social initiatives related to tourism.

It also promotes the county through sport and sporting events organised in the municipalities of Starogard poviat district. It also has a Department of Economic Policy and European Funds whose scope of activity is: promoting the economic potential of the district, carrying out activities in cooperation with local governments, non-governmental organisations and other institutions aimed at facilitating access to capital, economic and technical information for small and medium-sized enterprises, management of projects implemented within the European single market and financed by the European Union or other aid funds and their liquidation.
